"President Obama on Saturday announced changes that the IRS plans to make to encourage workers to save more of their paychecks," according to CNN. The plan makes it easier to contribute to retirement funds by reducing bureaucratic oversight when contributing to 401Ks, creating tax shelters for retirement, by US Savings bonds with IRS refunds, etc.
